Can foreigners apply visa on arrival?

Here are Rules Governing the Implementation of the Law of the PRC on the Entry and Exit of Aliens (Extracts). Hope it can be helpful.

Article 1 For entry to China, aliens shall apply for visas to Chinese diplomatic missions, consular posts or other foreign-base agencies authorized by the Ministry of Foreign Affairs of the People's Republic of China.

Aliens holding letters or telegrams from authorized organizations in China and ordinary passports issued by countries that have diplomatic relations or official trade contacts with China may apply for visas to port visa agencies authorized by the Ministry of Public Security in cases of an urgent need to travel to China and a lack of time to apply for visas to the above-mentioned Chinese agencies abroad, for the following reasons:

(1) Being invited at short notice by the Chinese side to attend a trade fair in China;
(2) Being invited to China to enter a bid or to formally sign an economic or trade contract;
(3) Coming to China under contract for supervision over export shipment, import commodity inspection or checked on the completion of a contract;
(4) Being invited to install equipment or make rush repairs;
(5) Coming to China at the request of the Chinese side for settling claims;
(6) Being invited to China for scientific or technological consulting services;
(7) A last-minute replacement or addition, approved by the Chinese side, to a delegation or group that has been invited and has already obtained visas for traveling to China;
(8) For visiting a patient in a critical condition or making funeral
arrangements;
(9) As persons in immediate transit who, because of force majeure, are unable to leave China by original aircraft within 24 hours or have to leave China by other means of transport;
(10) As other invitees who really do not have enough time to apply for visas to the above-mentioned Chinese agencies abroad but hold letters or telegrams from designated competent authorities approving the application for visas at port visa agencies.

Port visa agencies shall not handle visa applications of aliens who do not come under the above-listed categories.

Article 2 Port visa agencies authorized by the Ministry of Public Security are set up at the following ports:

Beijing, Shanghai, Tianjin, Dalian, Fuzhou, Xiamen, Xi'an, Guilin, Hangzhou, Kunming, Guangzhou (Baiyun Airport), Shenzhen (Luohu, Shekou) and Zhuhai (Gongbei).

How to apply visa on arrival?

Materials: Your passport, invitation letters or telegrams from authorized organizations. Then just fill in a form and submit a passport size photograph. Not difficult.

Notice: Since 2004, US citizens haven't been refused to apply visa on arrival.

Good stuff Jimmy!! I think that answers my concern in another thread. For most of us that means we cannot apply on arrival.

I am surprised by the use of 'telegram' as these have been phased out in some/many countries now.

I assume that when you say no no US citizens have been refused, you mean that none with appropriate paperwork have been refused. Right?

Paul, the rules were established in 1986. Perhaps, that is the reason why 'telegram' was used here.

No, paul. No matter he has appropriate paperwork or not, he is not allowed to apply visa after arrival. What he should do is to apply his visa before leaving. Only those who are in the situation as being said in Reason (9) are exceptions.

Sorry Jimmy, but I am a bit confused. Maybe the problem is in your sentence "Since 2004, US citizens haven't been refused to apply visa on arrival.". Should that be "....HAVE been refused...."?? (or alternatively: ....haven't been allowed to....) ??

But anyway...I think we know....get your visa before you come to China.

Sorry, Paul. I made a big mistake. It should be "Since 2004, US citizens have been refused to apply visa on arrival." The reason is that US requires Chinese citizens to record their fingerprints if they want to enter America and Chinese government treats it as discrimination. BTW, visa fee for US citizens have been adjusted too. The following is the criteria:

1. No matter of the number of entries, visa fee for the individual applicant will be $100 per person.
2. Visa fee for group visa will be $80 per person.
3. Expedited service fees will be charged as usual.

I'm Thai. I would like to go to Shenzhen by KCR from Hong Kong. Overnight at Shenzhen and move to Macao by ferry the day after.

My question is that can I get visa on arrival at Luohu port and depart from Shekou port? Do I need to check in/out at the same port?

Please advise.

I understood that it is possible to get a visa for the Shenzhen Economic Zone on at the border as you cross from HK (at Luohou). I can't see why there would be a problem exiting from Shekou port as it is in the SEZ.

However, I have made the crossing twice recently but have not seen any signs for where you would go to get an SEZ visa. I am making the same crossing in 2 days time so I try to remember to look for any signs.
