I am wondering what profession that girl does. How could she find such a complicated code to test him? If she had feelings for him, just tell him that she loves him. If not, refuse him directly. No game. please. If I were that boy, I would already have been crazy.

If I was good at cipher or deciphering I would work for the Secret Service.....but I'm not :o(
Maybe the numbers relate to letters in the alphabet.

She already likes him. Otherwise, she wouldn’t even bother giving him something to decipher. She would not risk on the possibility that he would decipher the code and she has to end up dating someone she didn’t like. She is playing games. She should have just told him she likes him as well, but then she would come off as easy to get so she wanted to give the boy a hard time.
