its a sentence and every two letters are together except for the first word. only one letter is capitalized.

Maybe on a Chinese keyboard, but on my keyboard (if Q=A, W=b, etc.) G does NOT = O - it equals U. So the translated message according to you is UMUZUGUBFEL. You wanna try explaining again how you got "I LOVE YOU"?

My 2 cents:
If this is a true story, the girl doesn't like him and was humoring him into thinking she would go out with him if he would jump through the hoops of trying to figure out her lame code. Fortunately the girl is not smart and not worth it. She appears to have only a cursory knowledge of cryptology. She uses 3 different ciphers: Sustitution, Caesar box and random transposition.
What he should have done was handed the code back right after she gave it to him and said - I've already figured it out (meaning I know you're not interested in me and I get the hint) and walked away.
