Is it still possible to get tourist visas at the Chinese consulate in Hong Kong. Alternatively, would it be possible to get one in Chiang Mai?

According the official notice from the Office of The Commissioner of The Ministry of Foreign Affairs of The People's Republic Of China in The Hong Kong Special Administrative Region, you can't apply in HK if you don't have HK resident status.
Recently, people from certain countries like USA, UK etc apply CHinese visas successfully in Thailand. You may contact Chinese embassy in Thailand to confirm this.
