The departure tax refund policy was implemented in Haihan on Jan. 1, 2011. Four years later, the same policy was carried out in Beijing and Shanghai. On Jan. 1, 2016, Anhui, Fujian, Liaoning, Sichuan and Tianjin also adopted this policy.

China hopes that the departure tax refund policy can stimulate the inbound tourism. However, this policy didn’t work out very well. Take Hainan for example, the amount of total refund from Jan. 1, 2011 to Apr. 30, 2015 is only CNY 582,487,76. Why? The commodity types are limited and the procedure is a bit complicated, according to the manger of a department store in Hainan.

However, tourists do save some money because of the departure tax refund. When you travel in the selected cities and provinces, will you apply departure tax refund?

Usually not every purchase is refundable, sometimes it also depends on the amount. Some countries have a preset of minimum amount of purchase.
