Ferry from. Behai to Halong for foreigners.

guest25196 Hi group.

Looks like there is a ferry from Beihai to Halong because some post talk about it. But it also seem that as of 2007 it was limited to China citizens. Also I can't find a website for the company operating it. At least not in English. Does someone know if the ferry is still running and if it is open to foreigners?
