I see little point in having severe laws if they cannot be reinforced.
As Wctman implies, licenses must be cheap.
Give me a thousand police and I recon I could clean the place up in two weeks 

Dodger, what are you going to do with one thousand police? China is too large and I think that 1000 police is not enough.
