Which city lets apply Z visa without BA degree?

I ask for a British friend who can't access internet at the moment.She doesn't have BA degree. the website below writes some places in China don't need BA degree to teach.

I know it may be mistake or something, or fake visa or stuff.
But I really wonder which city don't need it to get z visa, and where need it to get z visa.

GUESTLUKE MINGJING, I know that aliens who want to teach in China must have BA degree and at least 3 years teaching work experience. They may have trouble to get the employment permit if they do not meet these requirements.

Yes, they require a BA degree and years of teaching experience.
