Free shuttle service in Hong Kong

I do not understand why the Airport Express operates beyond 11pm but the free shuttle to hotel stops after 11pm. It takes over 45 minutes to wait for a taxi at the Kowloon station. At the end, it will be better off (cheaper and less time) to take a bus from the airport to the bus stop near the hotel instead of taking the airport express follow by wait for a taxi. Suggest the consideration of the free shuttle to hotel to continue to operate as long as the Airport express is running.
