My guess... as we mangle their language they
pickup on an American phrase or TV series as in "SEX IN THE CITY" and do a take off on that.
Regardless of the owner's REAL intent... interesting but not a big deal !

In my opinion 'City of Desire' is a more proper translation for '欲望城市'， because 'sex' can make people misunderstand the real purpose of the bar, right?:) |
