Conditions for the administrative approval 
 
Foreigners answering the following conditions can apply for a Permanent Residence Permit for Aliens for those as state especially needed personnel (those having made outstanding contributions):  
(I) Having made important and outstanding contributions to the state economic and social  development;  
(II) World-top talents, personnel with special skill and celebrities of vital value to the state; 
The spouse accompanied of the above personnel and their child (ren) younger than 18 years of age can apply for a Permanent Residence Permit for Aliens of the same category. 
 
Application materials 
 
I. To complete and submit Application Form of Aliens for Permanent Residence Permit in China (as special personnel and their spouse with children ), attached with 4 2’’ full-faced pictures which were taken recently; 
II. To present, for examination the applicant’s valid passport or other certificates used as substitute of passport, attached with their photocopies; 
III. To present the temporary residence certificate in Shanghai or Residence Permit for Aliens in People’s Republic of China; 
IV. To present recommendation and related documents issued by competent authorities of Chinese government, i.e., a recommendation issued by competent ministry, commission or bureau of the state council, residence permit, award certificates issued by the competent authorities of the state, and documents on the applicant being awarded for scientific research achievement with global influence or great value, etc. 
For family members accompanied of the above personnel, their valid passports and visas, as well as document on their kinship relation are to be presented. For instance, marriage certificate is needed if the applicant is a spouse of the above mentioned personnel; for his or her unmarried child(ren) under 18 years of age, the child(ren)’s birth certificates or certificate on parent-child relation should be presented; if it is of adoptive relation, a document on the adoption is to be presented.
