In my humble opinion, one of the largest thefts of all time is occurring right now.  On what do I base this statement?  The fact that it occurs in the west too, in spite of at times intense public scrutiny.  Case in point:  the Canadian govt in the late 90's could not account for over a billion dollars, despite the best efforts of a group of non - partisan, highly skilled forensic accountants.  That govt was finally voted out, largely because of this scam. Here in China, there is no such accountability.

And, sure, now and again we here of some "minor" official caught with his hand in the cookie jar, but the mistake that was made was not keeping the payments up to a series of superiors...
