I can't shoot at all in China, which is a shame because back in the UK it was the one sport that I was really good at. I've shot competitively in long range target rifle events at an international level, and while my best distance was probably 600 yards, I'd consider myself competant at 1,000 yards. Target rifle is a very different discipline from sniping. No bipods, no rests, no telescopic sights, just old school marksmanship. The army, navy and air force all compete in target rifle matches, too, even though the style of shooting is not something they practice in the military. In my experience of competing against those guys (and against police teams), I would say they are usually better than local club teams but not really much different in shooting skill than a typical university team. There definitely has to be more to sniping than just shooting straight. Which country has the best snipers? Difficult to say as they're not easy to compare. You could compare the power, range and accuracy of the rifles. You could compare the technology that helps the sniper hit his mark. You could compare the operating procedures and training. One of the key functions of a sniper is to harrass the enemy. Hold-up an entire battalion for hours. Damage or destroy vital pieces of equipment. In this regard, you could look at the effectiveness of snipers in places like Afghanistan, where a farmer with a rifle and a couple of days' training can bring the might of the world's most powerful armies to a standstill and cause hundreds of thousands of dollars' worth of munitions to be expended in moving the mission forward. Perhaps, after all, it doesn't really matter how powerful your rifle is.
