   3. Burnt almost all classic books, excluding those of medicine, divination and agriculture.
   4. Ordered to bury 460 scholars alive.
   5. Confiscated all weapons from the general public.
   6. Forced people (especially rich people) to migrate to the newly built capital Xianyang (next to Xian).

Qin Shi Huang is THE GREATEST because his achievements contributed to China progressing as ONE country; thus far outweighing his brutalities.[/quote]
