The person that was helping her told her that she needed provide some kind of document stating that she is no longer a Hong Kong citizen (which she isn't because she has been living in the United States for about 39 years - Moved in 1974).  The Hong Kong government at that time, back when she moved, confiscated all documentation and never gave it back to her.  Her birth certificate is not available as well because back 60 + years ago and moving from Hong Kong, to United States (from Chicago, Illinois and 3 different addresses within San Francisco).  Travel payments to the travel agency has been paid for and there are no refunds ($2,500 atleast).  What are other ways that she can get approved for her visa in order to attend this vacation?  She also has with her her naturalization papers (that United States government gave her) when she moved to the United States from Hong Kong.  Please advise on what recommendations on moving on forward.
