The EMS web site tracking does not recognize the code.
The Poste Italiane EMS tracking reports it as arriving at and then sent from the Shipping Center in Milan, two days later. 
(February 11th).
At the Poste Italiane location in Via Carducci, Ravenna, ITALY they do not answer the phone.
I spoke with other Poste Italiane locations in Ravenna.
They say I can file a complaint to get a full refund of the shipping cost (around 180 Euros, around 200 dollars) because it has now been three weeks instead of 2 to 5 days. 
But I don't want the shipping cost back, I want my books !!! 
They are not valuable to anyone, as they are mostly old textbooks, but they have all my handwritten notes and I need them.
I spoke with USPS, they are unable to locate the package with the tracking number.
I spoke with US Customs, they say they don't have records of it, and that they don't keep books on hold anyway.
