Salles, Inspecteur des Colonies en retraite, in Bulletin des Amis du Vieux Hue, No 2, Avrit-Juin 1923). which roughly means: "Geography: the King of Cochinechine has acclaimed teritory of the Cochinechine, Tonkin (North of Vietnam),.. and some islands along the coast and the Paracel islands, consists of manu iles and unhabited rocks. In 1816, the King has taken possession of these islands." "China actual of interest in these islands only came under communist regime in second half of 20th century, when it see the natural reserves, the strategic geography of the islands AND the alliance with former Vietnamese goverment. It is this former alliance of Vietnamese (where it got help from China) prevents current Vietnamese diplomats from strong announce Vietnam rights on these islands."
