I have not been involved in business here but I think you must/should find a local business partener... there are plenty of willing persons but few know anything about business or honouring contracts etc!!   (my cynical view based on personal exprience, observation, and discussions).

You also need to find a good lawyer, the system here is so different.  How? maybe a little easier than finding a partner.

You should contact the Foreign Affairs, Foreign Trade departments in the city you choose to go to, it is their job to 'get involved' ...how much depends on the city.  If you are interested in Zhanjiang in SW Guangdong, I have very good contacts.  It's a very pleasant and vibrabt city.
