Remarks  
I. II. Applicants under 18 years of age should have their parents act as agent to go for the application procedures, and their parents can also entrust an “agent” to go for the application; 
III. To entrust a governmental department or some legal entity to go for the application, a power of attorney written and signed by the applicant or parents of the applicant younger than 18 is needed, and a letter of authorization issued by the entrusted organ is needed for the specific agent undertaking the application procedures;   
IV. To entrust relatives to go for the application procedures, relationship between the applicant and agent as well as reason for the consignment are to be indicated on the power of attorney; 
V. It is Shanghai Municipal Public Security Bureau who does the verification job on the application of foreigners for a permanent residence permit in China;  
Vi. It is Ministry of Public Security who does the examination and approval job on the application of foreigners for a permanent residence permit in China.
