Conditions for the administrative approval 
 
Foreigners answering the following conditions can apply for a Permanent Residence Permit for Aliens as working staff: 
(I) Those holding the posts above the level of vice president or vice factory director, etc., or those having senior title of professional post above associate professor or associate research fellow;  
(II) Having been holding the post for consecutively 4 years, within which, having been staying in China for no less than 3 years; 
(III) having a good record in paying taxes; 
(IV) Units where the foreigner works for answer one of the following conditions: 
（A）Working in the departments of the State Council or in the scientific research institutes under the control of Shanghai People’s Municipal Government or in the public institutions with administrative functions or nature; 
（B）Working in the key universities (universities belonging to “211 Project” and those in the first group for enrollment in the entrance examination for college); 
（C）Working in enterprises or public institutions implementing the state key projects or major scientific research projects;  
（D）Working in high-tech enterprises, foreign-funded enterprises, model enterprises with foreign investment or enterprises for product export with foreign investment;  
the spouse accompanied of the above personnel and their child (ren) younger than 18 years of age can apply for a Permanent Residence Permit for Aliens of the same category.
