I agree with your sentiment, but I do not believe it is a law; it is a matter of morality.

Great philanthropists are rare. There was a news article a while back that pointed out that many of the movie stars appearing in television commercials begging for charitable contributions were paid to appear in the commercial and never contributed a penny.

I never contribute to big charities for exactly that reason. There have been numerous scandals in the US of top executives in charities making millions USD for themselves and passing precious little through to the people in need.

It is difficult to be charitable when there are so many beggars with pockets lined with gold and silver. I know that is true in the United States; I was told that is true of beggars in China; and it is probably true the world over.

Every so often I will see a street beggar that in some way strikes me as being truly needy. What I did the last time that happened was to buy the beggar a good meal. He was much too dirty to go into the restaurant so I ordered him a big meal with meat, noodles, vegetables and bread. I also gave him a small amount of money; he had no shoes and his clothes were tattered.

When I was in China in 1978, I saw two children begging deep in Shanghai (I was lost but did not know it yet) ...as I approached to give the children a little money...the people on the street who had been ignoring the children surrounded them; made donations; and barred my access to the children. I always took that as a message saying "We take care of our own."

I doubt that there are fewer kind-hearted people in China than elsewhere on the planet, so the predicament is global in nature. My suspicion is that the predicament is created by those beggars with pockets lined with gold and silver...whether they are on the streets or in television commercials.

You can do your part to remedy the predicament by being kind-hearted when you encounter an unfortunate soul.[/quote]
