Gary, Social  insurance like employment insurance is the way of Government maintain purchasing power and keeping certain level of unemployment, according to macro economy, is to avoid overproduction or labour exhaustion on work.

Long time ago in Socialist China, job is guaranteed for everyone and distribution is equal no matter how you perform and what the job load is, ie, all profit-oriented corp. were run  like non-profit org. Do you know what they did in working hours – chatting, gossiping, reading newspaper.  During early stage of reform, corp introduced incentive and competition mechanism encouraging individual diligence and getting credits in various forms as rewards.  Furthermore, job is no more secure than before,i.e., out if unqualified and in if bringing material benefits to corp.  Great changes did take place and Chinese society is leaping forward.  The by-product that leap bring is insecurity, more specifically, being out someday. That justifies Natural Darwinism and I can feel this theory rooted in Hongkongnese daily life.  I used to have the pleasure to study and work with Hongkongnese, I was really surprised and impressed by their hard work, passion and aggressiveness which can be traced to their education received as a little child – (the doctrine for them is to fight like a wolf to earn your life).
