Kevin, on the UK visa application form it asks;” have you ever been refused a visa to the UK”? It does not apply to any other country.
If she mentions that she is visiting to meet with her Fiancé it may well fall into the six to 12 month bin!
An alternative strategy may be for her to travel with a tour group?
The main criterion does seem to be that the Applicant has a reason to return to their place of origin.
