Yes, if you take train 2521 and arrive at Tunxi at 0507, then you would be in time to do West Sea Canyon on the same day. However note that Tunxi -- Taiping buses only start running at 0630.
Yes, you should be able to check-in early at Paiyunlou Hotel, or at least leave your luggage there while hiking. If you're going via Tunxi, it would make sense for you to leave most of your luggage in Tunxi, and bring the bare necessities up the mountain.
