Scroll down and you will find the following which was correct when I wrote it.  However, you never know your luck in China. Get someone to write a short note in Chinese asking for a temporary entry permit explaining your 17 hour stopover. I have one in my passport which I don't think it is the same as a transit visa as there was no fee.  Possibly it was the entry stamp given for the 'no visa' entry describd below ( I was travelling on an Australian passport).  Don't expect a visa issuing consulate to know the answer to this one.

Visas are not required for passport holders of the following 30 countries, who transit through Pudong Airport or Hongqiao Airport or seaports of Shanghai, provided they hold valid passports, visas and tickets to the final destination and have booked seats, and stay in Shanghai for less than 48 hours (going out of the airport is allowed): Australia, Austria, Belgium, Canada, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, New Zealand, Norway, Poland, Portugal, Republic of Korea, Slovakia, Slovenia, Spain, Sweden, Switzerland and USA.[/quote]
