If the supplier can help you export the cargo, you don't need to find a agent. If supplier don't have right to export, you can ask international trade agent which have the right to export.

Normally, You should advise the seller issue added value tax Invoice to you, but most of them only can issue normal sale invoice or payment receipt. and you submit the added value tax Invoice, cargo packing, cargo invoice …. to international trade agent for apply customs in China. The Invoice title is your international trade agent in China. Meantime, you should pay handling charge for your agent.

If you are a person not a export/import company, you should know that your country law whether is ok or not to import cargo by a person. If the answer is not, you need find a import agent as your consignee in your county to help you clearance import customs. You can find export or import agent in China or in your country, due to they also can help you to customs declaration for export/import.

As I know, USA have quota quantities limit for import clothing.
