I also have live here for about 2 years (yeah no chinese yet) and was sure this is some stupid regulation. So i searched. I'm sure some other companies do it, but these guys spoke perfect english and came to my home to pick up my documents and after 800rmb, voila! The agency is called chinavalid and their website is at www.chinavalid.com. It took about a week and my visa is officially submitted. Hope you don't go the long route i was gonna take. Hope it works for you fellow Canadians [mood6]
