Billions of dollars ( yes, dollars, not rmb ) which could be spent on improving living standards of the farmers here ( as one example ) are finding their way into the pockets of govt. parasites.  Govt. workers do not contribute to the economy;  instead they are a drain on the economy, and nothing happens here without their approval.  This is personal initiative and creativity, Chinese style, with the protection of the govt.
