I agree with Cali, there is no 1st 2nd 3rd places to visit in China. You will find something different in every place you go.

Indeed most 1st time visitors to China do not know what to expect there. Most hold the view that it is an old & backward country - all due to propaganda by the West and restraint by China Tourism Board itself.
To put these 1st timers in the right frame of mind, indeed a visit to Shanghai is a good idea. I am sure that they would be stunned by the modernness of the city and would be able to feel the vibrancy of it. It will change their impression of China rightaway.
After setting their minds at ease, they can then follow up with visits to other parts of the country. They will then realise that there are many many more interesting places in China and Shanghai is just a modern/vibrant city. And like most other cities, it has not much sightseeing to offer. It is just a commercial centre for the working and business people.
