January is definitely the coldest time to go. Make sure to bundle up!!! But I second California in saying that the mood in China is upbeat because of the impending new year celebrations. So even though you'll be freezing, you'll have a good time! Well worth any minor discomfort.

Most people say April or October, as long as you don't come during the October holiday week.

PattyThai, As a guideline, the best time to go visiting is during spring & autumn - when the weather is cool and nature is in its splendour colour. If u are looking at far north ( or south ), then summer could be a good season to visit too. For northern China which includes Beijing ( I think ), spring/autumn are best - just avoid the 3 peak periods - ie Chinese Spring Festival ( end-Jan/Feb), Labour Day ( 1st May ) & China's National Day ( 1st Oct ). Avoid going there a few days before and after these dates - unless you wanna be crushed !!
