has anyone used the sinohotelgroup for booking hotels?

I see that the Sinohotelgroup has some good rates for hotels. Their booking policy doesn't require credit card detaisl either! So just wondering if anyone out there has used them to book a hotel before and if this is legit?? or alternatively, can anyone suggest a budget hotel in a good location for those cities. Thanks
