They are renting rooms in new hotels and will try to rent you them for several days, using some pressure and hard sale techniques. They are very good at it, and the day after once you realise that you don't want to stay in this hotel, it will be very difficult to get the money back (nobody speaks english in the hotel, the tout disappear with the money... No amount noted on the hotel receipt...). Choose your hotel before arrival and don't listen to any touts (Robert from the Dong Fang Hotel for example).
