My S'pore comrade,
1. China is generally safe - but u still need to exercise caution and self-discipline. Avoid dark and secluded places at night - just like anywhere else. Don't flip your cash openly & don't leave any valuables on tables, etc - a habit we Sporeans like to do at home.
2. Don't hold everyone in suspicion. But exercise prudence too. Most country folks (except probably those in business !) are kind and hospitable.
3. S$1000 = rmb 5000. Not sure it is enough for 21 days, even if u/friends wanna rough it out. But am really not familiar with backpackers cost. Probably members of this Forum who are familiar with such travelling mode can help.
This will be an exercise on budgeting for u !
3. Please tell us your experience(incl the cost) after your trip - I may wanna try semi-backpacking too in the future.

Good that you are trying this out. Enjoy and wish u a pleasant trip.
