travel permit for residents of HK and Macao

i am wondering whether people of HK and Macao need a Tibet Travel Permit for a present travel in Tibet. I have been informed that since 2002 residents of HK and Macao are not required for a Tibet Travel Permit but there are still some implying the converse. Isnt the Return Home Paper all for a Tibet trip? Is a solo trip possible?
Any help is highly appreciated, thanks.

As far as I know, residents of HK and Macao don't need to the Tibet Travel Permit. Return Home Paper is enough! Solo trip is also possible as long as u have enough time, money and energy.
