booking Xining-Lhasa train ticket

has anyone heard any - more or less - reliable information on HOW TO BOOK a ticket for this train? I am looking to travel in September.

seems that noone knows anything even though the trains will start in two weeks' time and the tickets for the inauguration train have been sold out :)

ps there's plenty of info about the train but nothing on how to buy a ticket... he-he
