Internation CHINESE driving permit (IDCP)???

Hi.

I'm in China. I'm a foreigner but I have a Chinese driving license. I need to drive in Russia. for that I need to get me a Internationa driving license/permit for my Chinese drivinge license!!!
does anyone know wher to get thi in China. My local police can't help me!
What do Chinese people do when they drive into russia, or another country ?
