How cold is it in February?

Hi. I want to know how cold it is in Dalian in Febrary and when the weather starts to improve. What clothing do you suggest for someone arriving in this city in February and staying until January the following year? What can I expect?

Generally speaking, the coldest month is September, and then the February. Temperature may around -5C (23F). People usually wear cotton quilted jacket, down coat, scarf, hat, gloves and face mask,etc. Haha, you know how cold it is!
