From Ulanhot (China) to Choibalsaan (Republic of Mongolia)

In June 2003 I am travelling by bike from Ulaan-Hot (northeastern China) to Choibalsaan (Mongolia). Is it possible and permitted to cross the Chinese-Mongolian border in the far east of the Mongolian Republic? And is it safe and possible to cycle through the Mongolian Natural Parks which are in this areas?

Please help me out, so I can prepare this trip in the best way thinkable
