Free charge for obligatory education for countryside children!

According to the CCTV NEWS, the students from countrysides will receive free admission into schools during their obligatory education from this year.
It is known that the obligotory education in China include 9 years. That means the education until the junior high school is all free for the students in the countryside. China has so many countryside people, the news is really exciting!

I came across the news on TV when I dined at a reataurant yesterday. However there is just a reduce in the incidental expenses of the students from countryside, not a free compulsory education for nine years.

This project will reduce RMB 140 for an elementary school student and RMB 180 for a junior high school student every year.

With regard to free compulsory education, I'm afraid that it can't be realized within three years.
