China plans qualification test for performing artists

It is said that China's cultural authorities are introducing a qualification programme for the actors, singers and dancers. an official with the Center of Cultural and Artistic Talents (CCAT) with the Ministry of Culture said:" it is open to all the performing artists." And the programme has been planned more than 4 years by the Ministry of Culture and the Ministry of Labour and Social Security. The test consists of two parts: a performance and a written test of professional knowledge. The purpose is to to improve the professional level of China's art circles and discover more talented artists. At present, it is operating on the voluntary basis. In the future, maybe it will be compulsory. It means that the performing artists have to get a certificate first and then they could give performances on stage.
This has aroused heated discussions. Some think that it is good because the art and cultural circle in China has been in disorder in recent years. Therefore, some regulations should be made to regulate the martket. Others oppose this move. In their opinion, the certificate does not equal ability. For those folk artists, they just have the ability to perform but they can not pass the test easily. That is not fair. Some people raise such a question: "How many certificates do we need?" We need to get the certificates of computer, English and so on. However, it is not true that those who get many certificates are capable.
How do you think about this question? Are those certificates useful?

No, these certificates are a waste of time. It looks like another attempt by bureaucrats to keep control of everything, which will not improve the state of the arts in China. If they succeed in forcing this on everyone, they will be able to get rid of some of the rubbish being passed off as art, sure, but you can also forget about excellence. This will only bring mediocrity.
