Here are those leaders——North Korea's supreme leader Kim Jong-il; National Defense Commission Vice Chairman Cho Myong Rok; Supreme People's Assembly Presidium Chairman Kim Yong-nam; Cabinet Prime Minister Kim Ying-ri. They are inspecting the troops at the parade in Kim Il Sung Square, Pyongyang.

I don't think that it costs some money. In the socialistic societies the people know their duties and some of them are to serve free about these parades. For example if we know that China need us, we can go to do some parade-walking for few hours, free. Why not?
