No, I think Paul is joking. It is not true and it is not legal in the U.S. Fifty years ago and more, a few 13 year old girls and older might marry, but it required parental permission. 100 years ago and more, it was fairly common for 14, 15, 16, etc. girls to marry, and very young boys too. Jerry Lee Lewis, a famous early rock N roll musician married a girl (his cousin) who was 13 or 14 years old. It was quite scandalous.
