As a local flavor, the beef noodle is a necessary breakfast for many Lanzhou people. However, due to the rise of food, the price of noodle rised a lot in the past year. So the local OPS set a rule that the price of the beef noodle should be restricted. However, many experts believe that the price should not be restricted since it is market economy now. Besides, many people also worried that the quality and quantity of the noodle may be cut down due to the price restriction.

However, those restaurants did not understand it. As the government set a limit to the beef noodle, they start to do some tricks, the quality and quantity are cut down. Just as house price, Nanjing government intervened in it. Most of the ordinary people are happy.But the developers are angery.

As you implied in your post, May, people will always work around such regulations, iin this case by restricting quantity or quality, and even if the government tried to prevent that and had inspectors, the noodle sellers will simply stop selling beef noodles and find something more profitable.

In reallity the local government has not learnt how a market economy works...or it just wants to get popular support.
