Try Wangfujing Cate Street, Shishahai Cate Street and Longfusi Cate Street. Maybe you can find what you want there.

Dim Sum is Cantonese, right? So maybe you can find a Cantonese restaurant which offer 早茶(Zao 3 Cha 3)/drink tea.
