Could someone please explain to me what this means 撒娇, sa jiao I think it is. I can not get an answer from my friends they just say it is difficult to explain.

My dictionary shows 'spoilt brat' too but I am hearing so many versions from different people. If I tell you it was said to me by a very close lady friend does that change the meaning?
