Judging from the old buildings in this photo, I believe this picture was taken in the famous Zhejiang province water town known as Wenzhou. More information is available @ http://www.travelchinaguide.com/cityguides/zhejiang/wenzhou/

Wenzhou is not a water town, WINDENERGY. I believe this one should be Zhouzhuang, the water town not far away from Shanghai.
