In natutre, both are vicious tactics of maintaining a vicious balance of trades. US Secretary of State Rice recently declared that she was in favor of the wholesale of arms worthing 30 billion dollars to Middle East allies. Rice also implied that US want to monopolise the amunition market in Middle East. US' move is to reinforce the depedence of Middle East on its arms, and try to balance the trade deficit caused by America's abundant import of crude oil from Middle East. In late 18th and early 19th, the British Empire exported opiums to China to balance its trade deficit, which finally led to Opium War. Hopefully, there will be no "Opium War" for Middle East countries. Middle East has long been a storm center of escalating conflicts,and another Opium War would be devastating for Middle East.

Especially, the long-standing Arabic-Israeli conflicts are partially due to US' strong support of Israel. The five bloody Arabic-Israeli Wars caused tens of thousands of refugees.
