Billcai, this is a very good statement. Well, looking back upon the development of international relations in the past two centuries, when a new power rises, there would be an inbalace of power, since the traditional power fear that the new rising power would challenge their status in the world. In late 19th, the rise of Germany caused the imbalance of power.
