I'm holding a Singapore Passport. I heard that now I DO NOT need to apply China visa if my maximum stay in China (whether on holiday OR business trip) is only 15 days. Please confirm. Also, if within 15 days, am I allow to travel freely within the provinces of China? (eg. Xiamen to Guangzhou, Wenzhou, Shanghai etc)

Sure, you are absolutely right. Since July 1st 2003, Singapore citizens who travel to China for less than 15 days only need to hold ordinary passports. Please refer to http://www.chinaembassy.org.sg/eng/52135.html
for details.
