China has been the target of anti-dumping cases!

In recent years, many complaints have been rising with Chinese economy's fast development. In last three months, trade defense instruments had been used frequently. What is TDI? Countries impose anti-dumping duties on the imports sold more cheaply than at home and charge countervailing duties on government subsidized goods.

Not long ago, EU doubted that Chinese government gave subsidies to its steel industry. Also, it extends the anti-dumping duties on against Chinese energy-saving light bulbs for a year. US also imposed countervailing duties against Chinese glossy paper. Since then, US has opened several countervailing duties cases against China.

What do these cases suggest? China has been the target of anti-dumping cases. Why do they only set China as the target? What are your views on this issue?

Anybody ever heard of "Gilroy?" Well its the garlic capital of the world. Back in the mid 90's this area was prized for the work that was available and at competitive pay. There was a need for pickers, cleaners packers, every position needed that was related to garlic. Garlic was not the only thing grown, other crops such as corn, artichokes, bell peppers, mushrooms etc were in the area as well. Coming into the early 2000's when China started to "dump" garlic into the US economy, this area started to deteriorate rapidly. Garlic growers could not compete with the low cost of Chinese grown garlic which forced many to pack up and sell there land. Others who's 100's of acres that grew garlic in the previous years now grew one of the many other crops that other farmers grew which made farming more competitive. Now that it is 2007. over half of these farmers have packed up and left leaving all these lands bare.

Its not just China that should be the target, central and south America should be put on the list as well.

The reality is that China was not dumping garlic (or anything else). It has been exactly what the US advocates but doesn't practice, it has been taking advantage of the market economy. If the US framers cannot compete they should move to growing something else or get right out of agriculture (says the theory) - and that is exactly what happened according to Destuctoz. If the land was left bare (which I doubt) it means it was not economic to use and so should not b used. The problem is that the US has a one sided view of the market economy. There are economic studies that show that protectionism does not pay (at least for developed economies). This is exactly what we should expect: sunsidies or other protection encouragies inefficiency. Australia has probably doen more over the last 20 years to reduce protection to industry, even at the expense of some industries. The result is that its economy is booming.

Where does China sit in this? Does it subsidise industry and agriculture. Ask the farmers how much subsidy they get. Do they get cheap electricity? The answer is that they don't. I just read an article that showed in the grain crisis in the early 90's that many countries were subsidising farmrs by an average of about 20%. In China some well intentioned but misguided policies saw grain farmers receive a negative subsidy ie THEY were being forced to sell at below cost prices, not receiving subsidy.

Paul, the issues concerning farmers, agriculture and countryside is hard to deal with since China has a large population of farmers.
